SCCS - Scientific Advice on Titanium dioxide (TiO2)

The European Commission Scientific Committee on Consumer Safety (SCCS) has published, on 13 May 2024, the final version of its scientific advice on Titanium Dioxide (TiO2), referenced SCCS/1661/23.

The ban on the use of TiO2 as a food additive, adopted by the European Commission in 2022, sparked the conversation on possibly limiting other uses of this substance. The SCCS was, therefore, requested to reassess the safety of this cosmetic ingredient, focusing on genotoxicity and inhalation/oral exposure, since scientific evidence shows dermal absorption is negligible.

In its assessment, the SCCS concluded that the available evidence did not exclude the genotoxic potential of most grades of TiO2 used in oral cosmetics, such as toothpaste and lipstick, and that additional studies are required to fully exclude the risk for consumers. The conclusions drawn in previous SCCS Opinions for dermal and inhalation exposure remain unchanged for the TiO2 grades and the coatings evaluated in those Opinions.
